Prior to working for Steelton, Singh worked for the fifth largest municipality in Pennsylvania, the City of Reading. Singh worked for the Department of Community Development, Division of Code Enforcement which manages housing registration & housing inspections of over 20,000 rental units, health permits & inspections, illegal rentals, vacant & blighted properties, property complaints, and enforcement of all city codes administered under the division. Singh started as a code enforcement officer and quickly moved up the ranks, eventually becoming the supervisor of the division where he oversaw the daily operations, supervised a staff of 19 inspectors and four clerks, and helped manage a $2.3 million-dollar annual budget.
