    As removal of fire debris and ash nears completion, the next phase before Santa Rosa homeowners can rebuild is the removal of all concrete foundations, retaining walls, and related concrete structures.

    Roseville, Ca. – John Moore, president of JM Environmental, Inc. announced that JM Environmental is one of the first licensed contractors to provide concrete demolition and debris removal to homesites damaged or destroyed by the October Northern California 2017 Wildfires. With a homesite cleared of fire debris and ash, the next phase before a homeowner can rebuild is the demolition and removal of all concrete structures.

    An unprecedented number of homes and properties were damaged or destroyed during the 2017 Sonoma County and Santa Rosa wildfires. The Tubbs Fire (Central LNU Complex) destroyed 5636 structures and homes as reported by California State CalFire. With so much damage, property owners continue to encounter delays in getting their properties ready for rebuilding. JM Environmental assists property owners by streamlining the next phase even if they had earlier opted into the FEMA and local programs.

    JM Environmental removes structural above and below grade concrete FEMA contractors have left behind. FEMA Contractors were instructed to remove ash and debris and concrete as needed to achieve a clean soils test. FEMA Contractors were instructed not remove below grade footings beyond twenty-four inches. Many of the home sites have spread footings which go down three to five feet below grade as well as retaining walls holding twenty-four inches or greater of soil that was left behind. Design engineers are finding the condition of the structural concrete to be incompetent or unsuitable for rebuilding.

    Estimators from JM Environmental, Inc., provide a detailed estimate to remove all concrete retaining walls, spread footings, grade beams, stem walls, swimming pools; per the homeowner’s engineer’s direction. As needed this includes identification and capping of all utilities, with christy boxes, fluorescent markings, and final grading of the sites. Job sites are magnetically swept and hand raked. Every site is left clean and clear of all debris. SWPPP approved erosion control is in place, using straw wattle, silt fence, and jute cloth covering over the final grade. This meets or exceeds the requirements of the City of Santa Rosa and the Napa and Sonoma County Building Departments.

    “JM Environmental provides each completed job with an extensive Final Close Out Package. This consists of required permits, waste tickets, waste manifests, and as needed Asbestos and Cam-17 Soil Testing Reports. Along with the requisite self-certification documents. The package provides the required documents the City of Santa Rosa, Napa County, and Sonoma County Building Departments to issue Re-Construction Permits,” added John Moore.

    It’s been difficult to keep track of the turnaround at the Federal Reserve lately. The Fed’s Board of Governors is operating with fewer than half of its positions filled. President Donald Trump recently announced two new nominations to the Board, bringing the total number of pending nominations to three, while leaving one vacant seat without a nominee.

    Coinciding with the resignations of two Board members in 2017, President Trump nominated Randal Quarles to serve as Vice Chairman for Supervision, a seat created by the Dodd-Frank Wall Street Reform and Consumer Protection Act, but left unfilled for several years. Fellow Trump appointee Jerome Powell was confirmed as Fed Chair in January 2018, leaving his previous seat vacant. Governor Lael Brainard, appointed by President Obama in 2014, could serve through 2028, when her term expires. Bottom line, four of the seven Board seats at the central bank are currently vacant.

    Governors traditionally serve 14-year, staggered terms, beginning every two years – a structure designed to distribute appointments across multiple administrations. “The current number of open seats creates a unique opportunity for President Trump to significantly influence monetary policy,” said Tim Rood, Chairman of The Collingwood Group, a Situs company.

    The three nominations awaiting Senate confirmation represent a diverse background of experience and relatively moderate views on the Fed’s role in driving monetary policy.

    Last week, President Trump tapped conservative economist Richard Clarida to serve as Vice Chairman. Currently an economics professor at Columbia University, Clarida would bring an academic perspective to the Board. President Trump also announced his nomination of Michelle Bowman. As a Governor, Bowman would represent community banks. She is the acting Kansas Bank Commissioner and previously worked at Farmers & Drovers Bank.

    Clarida and Bowman now join fellow nominee Marvin Goodfriend in the Senate confirmation queue. Goodfriend, a widely recognized monetary economist, is considered to be a somewhat hawkish candidate, favoring more aggressive actions to control inflation. He is currently a professor at Carnegie Mellon University and previously served as Director of Research at the Federal Reserve Bank of Richmond.

    Goodfriend’s nomination was approved by a razor-thin margin by the Senate Banking Committee in February and he awaits confirmation by the full Senate.  Sen. Jon Tester, a Montana Democrat not known for opposing Trump nominees, opposed his nomination based on Goodfriend’s comments at the nomination hearing denouncing the need for the federal government to guarantee 30-year fixed-rate mortgages.

    “While it’s important that the Senate conduct a thorough confirmation process, it’s hard to imagine the Federal Reserve Board continuing to make critical monetary decisions with less than half of its positions filled,” said Rood. Even if all three appointments are confirmed, President Trump has yet to offer a nominee for the final vacancy.

    On April 27th, the Qianhai & Shekou Area of Shenzhen, China (Guangdong) Pilot Free Trade Zone (FTZ) held a series of forward-looking events in the new round of opening-up and reform to celebrate the third anniversary of its official inauguration, which included, among others, an achievement report on reform and innovation for the past three years and the launch of major projects like the technology alliance on reform and innovation.

    The past three years have witnessed internationally recognized institutional opening-up and innovation in the Qianhai & Shekou Area in investment, financial and legal facilitation, creating a multi-faceted appeal of Qianhai. “Last year, the added value by firms registered within the Area exceeded 10 billion yuan per square kilometer, completing the planned goal three years in advance and making it China’s fastest-growing area,” said Wang Jinxia, vice director of the Administration Committee of the Area.

    Institutional innovation has promoted development dividends. Statistics show that the added value by firms registered here reached 203 billion yuan in 2017, with a year-on-year increase of over 40%. As of the end of this March, the Area has a total of 168,600 registered companies, or an average of 88 new entrants per day.

    A synergistic mechanism for innovation, which involves the participation by the government, society and market and the interaction of a variety of innovation-facilitating entities, makes the Area better able to cater to the market. The dual business model by CTFHOKO, combining both cross-border e-commerce and a bricks-and-mortar shopping center, is a good example.

    Legal innovation and financial reform have become the key to the Area’s international recognition and to attracting companies at home and abroad. “Seven of the eleven law firms concurrently operating in Guangdong, Hong Kong and Macao have their presence in Qianhai, and application of Hong Kong laws to settle economic disputes by Qianhai Court is highly appreciated by Hong Kong enterprises,” said Lin Xinqiang, chairman of the Hong Kong Chamber of Commerce in Qianhai

    Coinciding with the 40th anniversary of its national reform and opening-up drive this year, China has just rolled out some major measures for further opening-up such as greatly relaxed market access and creation of a more attractive investment environment. At the celebration of its third anniversary of the Qianhai & Shekou Area, a second batch of bases, centers, and laboratories dedicated to institutional innovation were also officially inaugurated to further support and promote the development of the Area in this endeavor.

    According to a third-party assessment by PwC, a consultancy, the Qianhai & Shekou Area is approaching the level of international free trade in reforming its financial system and improving its legal environment. By dint of its internationally friendly business environment, the Area will become a new engine of China’s further opening-up and participation in globalization.
